I think both are true. Voters should already know where the automatic preferences are going, and direct them as they intend. I also think that the major parties should be more ethical with their preferences...the conservatives can happily give their preferences to an thinly(trivially)-veiled religious group...but the Labor should have had more insight and directed preferences in a way that was responsible to their policies.
